TRENTON — As national debates over voting access intensify, the New Jersey General Assembly has passed legislation aimed at strengthening voter protections and expanding access to the ballot box across the state.

The John R. Lewis Voter Empowerment Act of New Jersey (A1715), sponsored by Assemblywoman Verlina Reynolds-Jackson, seeks to safeguard eligible voters while reinforcing state-level protections against voter suppression.

“This bill is about ensuring that every eligible voter in New Jersey can participate in our democracy without unnecessary barriers,” said Reynolds-Jackson (D-Hunterdon, Mercer). “At a time when voting rights are facing renewed scrutiny nationwide, it is critical that we act to protect and expand access.”

A Response to Federal Voting Concerns

The legislation comes as federal policymakers advance the Safeguard American Voter Eligibility (SAVE) Act, which proposes stricter citizenship verification measures for voters. Critics argue the proposal could create barriers for eligible voters, particularly those who rely on mail-in voting or face logistical challenges.

Key Provisions of the Bill

The John R. Lewis Voter Empowerment Act focuses on three primary goals:

  • Protecting ballots: Ensuring every eligible vote is cast and counted
  • Expanding registration access: Preventing barriers that limit voter registration
  • Promoting equity: Guaranteeing fair access for minority and language-diverse communities

The legislation would also establish an independent Division of Voting Rights to oversee enforcement of election laws and ensure compliance statewide.

Honoring the Legacy of John Lewis

Named after civil rights icon and longtime Congressman John R. Lewis, the bill pays tribute to his role in advancing the Voting Rights Act of 1965.

The legislation includes a preclearance provision, requiring certain jurisdictions with a history of discrimination to obtain approval before making changes to voting procedures — a safeguard aimed at preventing voter suppression.

Transparency and Accessibility Measures

The bill also calls for the creation of a centralized, publicly accessible elections database, managed by the New Jersey Division of Elections. The system would include:

  • Election results
  • Polling locations
  • District and redistricting information

Additionally, the legislation mandates expanded language access services to ensure non-English-speaking voters can fully participate in the electoral process.
