County Commissioner Michael Ruffu Honors U.S. HART CARES at Atlantic Coastal Opportunity Zone Breakfast

ATLANTIC CITY – On December 15, 2025, James Whitehead and U.S Hart Cares held their first breakfast to discuss the Atlantic Coastal Tourism District Opportunity Zone.

The morning networking event drew business leaders from The City Of Atlantic City as well as Longport Mayor, Patrick Armstrong.


Whitehead and other speakers discussed the tax breaks for businesses that invest in Opportunity Zones. Whithead also expressed the need for shore towns Pleasantville, Brigantine, Longport, Ventnor, and Margate to work together to maximize the Opportunity Zone for each community.

County Commissioner, Michael Ruffu also attended and issued a citation of support for James Whitehead and U.S HART CARES.

The event ended with a presentation on how the Opportunity Zone in San Jose, CA helped with unhoused people. There was also a discussion on how this model might help Atlantic City.
