Atlantic City's Inlet Boom Continues as Lighthouse Row Phase II Nears Completion
Developer Keith Groff says seven new luxury homes will be ready by fall as plans move forward for a 30-home Phase III expansion near the historic Absecon Lighthouse.
ATLANTIC CITY – Atlantic City's residential renaissance continues to gain momentum as developer Keith Groff announced on Wednesday, July 15, 2026, that Phase II of the Lighthouse Row development is on track for completion by early fall.
Groff was joined by Mayor Marty Small, Sr., Atlantic City's Director of Planning & Development Brian Kempf, and members of City Council to celebrate the project's latest milestone and the continued investment transforming the city's Inlet neighborhood.

Developments like this prove they do. Keith is putting his own money behind his belief in Atlantic City, and that speaks volumes about the confidence developers have in our future. This is an exciting time for the Inlet neighborhood and for Atlantic City as a whole."

Located just steps from the historic Absecon Lighthouse, Lighthouse Row has become one of Atlantic City's premier residential developments. Phase I, completed in November 2024, introduced eight luxury single-family homes at 12 S. New Hampshire Avenue. The four-and-five-bedroom residences feature three full bathrooms, two-car garages, and private balconies overlooking both the lighthouse and the Atlantic City skyline. Homes in the first phase sold for between $630,000 and $825,000, with every residence sold except one that is being retained by the developer.

Construction on Phase II began in May and includes seven additional luxury homes adjacent to the original development. Upon completion, the new residences are expected to be priced between $850,000 and $1.5 million, reflecting continued demand for high-end residential housing in Atlantic City.
"Lighthouse Row has been a tremendous investment, but more importantly, it's been an investment in Atlantic City's future," said Groff. "Watching this vision come to life has been one of the proudest moments of my career. As long as there are opportunities to build and families continue choosing to call the Inlet home, I'll continue investing here. My goal has always been to help restore the vibrant residential neighborhoods that have long been an important part of Atlantic City's identity."

The success of Lighthouse Row reflects a strong partnership between Groff, Mayor Small, the City of Atlantic City's Department of Planning & Development, the Casino Reinvestment Development Authority (CRDA), and the State of New Jersey. Together, these efforts have helped attract new homeowners while driving long-term residential investment and economic growth throughout the city.
Momentum is expected to continue with plans already underway for Phase III, which would add approximately 30 additional homes surrounding the Absecon Lighthouse. The project also complements the nearby K. Hovnanian Homes development, which is expected to break ground in the near future, further reinforcing the Inlet's emergence as one of Atlantic City's fastest-growing residential neighborhoods.
